Ashina Castle (2 Scales)
There are a couple of scales to be found in this location, though they only spawn after Ashina Castle is attacked.

There aren’t many upon Mount Kongo either. However, they are both easy to find.

Sunken Valley (3 Scales)
In this narrow, deadly passage in the Sunken Valley, players will have to deal with a colossal white serpent, though if they drop down carefully, they will find a Sculpture Idol near a body of water. This is where anglers seeking a particular fish should search.

All of the scales in this area are located in or around Mibu Village, so be sure to scout the area thoroughly, though carefully, as there are some sneaky foes here. There is also a short trading quest one will have to keep in mind and return to in the future, for 5 Treasure Carp Scales can only be obtained by giving a thirsty NPC in the village the Water of the Palace item that can exclusively be acquired from Fountainhead Palace. After giving them this specific item, reload the area to find them turned into an enemy. Slay them and then loot their corpse for the 5 precious scales.

Fountainhead Palace (23 Scales)
Easily the location in Sekiro where one will find the most Treasure Carp Scales, Fountainhead Palace has a staggering 23 of them scattered about its flooded expanse. There are quite a lot of powerful foes lurking about, both near and far, so be sure to tread carefully on land or in the water when going fishing. At some point, one should also speak with Pot Noble Koremori and do some shopping to make use of all these glimmering scales, as well as to participate in his interesting yet simple quest.
